Exciting news for students eyeing the picturesque landscapes of British Columbia and Alberta! Both provinces have initiated the issuance of Provincial Attestation Letters, colloquially known as PALs. As of March 4, 2024, the British Columbia government has streamlined the process, offering PALs to eligible post-secondary institutions to facilitate the application process for new international student applicants.

Understanding the Provincial Attestation Letter

So, what exactly is a Provincial Attestation Letter? Introduced on January 22, 2024, by Immigration, Refugees, and Citizenship Canada (IRCC), a PAL has become a mandatory component for new study permit applicants.

Alberta has also hopped on the PAL bandwagon, extending support to international students. The noteworthy aspect is that institutions take charge, issuing PALs on behalf of the students. If you’re planning to study in BC or AB, connect with your institution for detailed PAL information.

Navigating the Provincial Attestation Letter Process

A PAL functions as a confirmation letter from the province to the institution and, subsequently, to the international student. This letter serves as proof that the application aligns with the maximum number of student visas predetermined by the federal government for each province. A key point to note: Institutions exhausting their quota can’t submit additional applications until the federal government allocates a new quota for the following year. Student Visa 20+ Hour Workweek Exemption – How Long Will It Last?

Did you know that the 20-hour off-campus workweek exemption for student visas has been extended until April 30, 2024? Please note that this extension applies exclusively to applicants who secured their student visas by December 7, 2023.

Before the implementation of this temporary policy, officials expressed concerns about the potential impact of allowing international students to work more than 20 hours per week on their studies and the temporary foreign worker program. The latter has seen a significant increase in size over the past decade and has faced criticism from Canadians as a potential loophole for permanent residency. To address these concerns, the government introduced a cap on study permits.

Despite initial reservations, the off-campus work hours restriction has been temporarily lifted until 2023, further extended to 2024 to address labor shortages. Minister Mark Miller assures that this is a temporary measure, considering a permanent cap between 20 and 40 hours, aiming for a balance between work experience, financial need, and academic focus. Additionally, he anticipates positive future policies, such as increasing the limit on off-campus work to 30 hours per week.

On February 9, 2024, Immigration Minister Mark Miller announced the launch of the 2024 Express Entry round, focusing on applicants with specific skills or strong French language proficiency.
