New Immigration Opportunity: Two-Year Work Permit Extension in Manitoba

On April 15, 2025, the Manitoba Provincial Nominee Program (MPNP) introduced a temporary public policy allowing eligible foreign workers to apply for a Support Letter beginning April 22, 2025. This letter enables applicants with expired or soon-to-expire work permits to apply for a Manitoba-specific work permit extension valid for two years.

This initiative is aimed at helping temporary foreign workers maintain lawful status and continue contributing to Manitoba’s labor market.

Who Is Eligible?

To qualify for the Support Letter, candidates must meet one of the following criteria:

  • Currently hold a valid work permit expiring in 2025.
  • Previously held a valid work permit on May 7, 2024, now expired, and have applied:
    • For a new work permit under IRPR Section 200,
    • For an extension of temporary resident status under Section 181,
    • For restoration of status under Section 182.
  • Were working under paragraph 186(u) on May 7, 2024, with:
    • A pending/approved extension and application under Section 200, or
    • A pending/approved extension under Section 181.

AND they must also:

  • Have had a valid MPNP Expression of Interest (EOI) profile on January 15, 2025.
  • Be continuously residing in Manitoba since that date.
  • Be currently employed in Manitoba with an employer willing to issue a Letter of Employment.
  • Intend to pursue permanent residency in Manitoba.

How to Apply

Starting April 22, 2025, eligible individuals may apply through an online form on the official MPNP portal. Required documents include:

  • Employer’s Letter of Employment
  • Copy of the applicant’s current work permit or authorization
  • Copy of the MPNP EOI profile

Note: The policy is set to expire December 31, 2025, and the number of support letters may be limited by the province.

Why This Matters

This policy provides a critical pathway for temporary foreign workers facing permit expiry, particularly those awaiting permanent residency or experiencing delays in federal processing. It reflects Manitoba’s continued commitment to supporting in-demand workers, reducing labor shortages, and retaining skilled talent within the province.
