On November 25, Canada’s Immigration Minister, Marc Miller, announced that additional reforms to Canada’s immigration and asylum systems would be proposed in the coming weeks.

In October, the federal government released its 2025-2027 Immigration Plan, which revealed a reduction in overall immigration targets by about 20% compared to figures announced in 2023.

Under this plan:

  • Canada is expected to see a 0.2% population decline in 2025 and 2026,
  • Followed by a 0.8% population growth in 2027.

The reduction reflects efforts to lower the share of temporary residents in Canada’s total population from 7% to 5% by the end of 2026. Considering measures announced last year to reduce the temporary resident population:

  • Canada’s temporary population is expected to decrease by:
    ✔445,901 in 2025
    ✔445,662 in 2026
  • And increase by 17,439 in 2027.

Marc Miller also highlighted inefficiencies in the current asylum and refugee processing system.

  • The average processing time for refugee and asylum applications is 44 months.
  • As of September, there were 250,000 pending applications, and only 48,000 applications have been processed since January 2024.

What is a Working Holiday?

A Working Holiday is a program that allows young people from countries that have signed agreements to stay in the host country while engaging in tourism, employment, and language studies, thus experiencing local culture and life.

Currently, South Korea has signed Working Holiday agreements with 24 countries and regions listed below, and youth from these countries can also participate in our Working Holiday program.

The Overseas Koreans Agency plans to expand the Working Holiday program so that our youth can venture into many countries and grow as global talents.

To participate in the Working Holiday, you must apply for a Working Holiday visa at the relevant embassy (or consulate) or immigration office.

This visa is a “tourist work visa” that allows you to travel and work legally in the host country, enabling you to obtain funds for travel through temporary employment.

Since the visa issuance conditions, required documents, and application periods vary by country and region, please choose your destination and carefully review the visa information for that country.

Canada Working Holiday

Last year marked the 60th anniversary of diplomatic relations between Korea and Canada, and the 2024 Canada Working Holiday policy has changed, making the application conditions more flexible.

Unlike the previous condition, where applicants could be up to 30 years old, now the age limit has been extended to 35, and the number of selected applicants has more than doubled.

The selection criteria for the 2025 Canada Working Holiday are expected to be similar to those of 2024.

The 2024 Working Holiday officially ended with the last lottery draw on October 21. It seems likely that the recruitment for the 2025 Working Holiday will open in December, similar to this year.

Since there is a fixed number of selections for the Working Holiday, those considering the 2025 program should prepare in advance to increase their chances of approval.

Through this temporary resident plan, Canada aims to reduce the proportion of temporary residents in the total population from 7% to 5% by 2026.

Canada’s 2025-2027 Immigration Plan

Recently, Canada has reflected the concerns of its citizens regarding the continuous increase in immigration. As a result, it announced a reduction in the number of new immigrants for the 2025-2027 period. This decision aims to ease housing and social service pressures caused by rapid population growth, ensuring a more sustainable population increase.
